Two paths to approval — we fit the one you need.

Texas raised the competitive-procurement threshold to $$100,000 (SB 1173, effective Sept 1, 2025). Where you fall sets the path.

Fastest — no RFP

Under $$100,000

Direct purchase under the competitive threshold ($$100,000 aggregate per rolling 12 months). Often approved at staff level or on the board consent agenda — no RFP, no co-op. This is the fastest route to a first engagement. (Anti-splitting applies: the direct lane is for the first engagement, not indefinitely.)

At or above $$100,000

A competitive method is required. Add us via a board agenda item (boards typically meet monthly) or buy off an existing co-op award with no separate RFP.

  • A device for the student and a reliable connection
  • An in-school facilitator to support the student during sessions
  • Access to your IEP system and the student’s service minutes

  • A TX-licensed SLP with their own professional setup
  • FERPA-compliant, synchronous audiovisual sessions
  • IEP-aligned documentation that supports your records
  • Paid indirect time built in — documentation, IEP meetings, planning
SHARS-billable when documented. Speech-language services delivered via telehealth are a reimbursable benefit of Texas SHARS (synchronous audiovisual; TMHP TMPPM §2.18). Contracted, TX-licensed SLPs qualify — your district remains the billing provider of record. Reimbursement tracks services actually delivered and documented against each student’s IEP, so filling an open caseload restores both IDEA compliance and the SHARS reimbursement those delivered services generate.
